01 · LACNIC membership

Without a membership there can be no transfer. Your organization must be a LACNIC member before it can receive IPv4 space, and membership is only open to entities that actually operate inside the service region. There are three things that need to be sorted out:

1. You will need an account at lacnic.net, opened with your organizational details and the documentation for the entity.
2. A membership category. LACNIC bases these on the size of the resources that you hold or plan to acquire, and since the category determines your annual fee, it is worth getting it right the first time.
3. You must also be legally established inside the region, so be prepared to submit business registration documents, tax identification, and proof of operations within the service area.

Timeline: 2-4 weeks. In our experience LACNIC reviews membership applications more slowly than most of the other RIRs do, so it pays to file early rather than late.

02 · Transfer readiness

The $200 deposit comes first. LACNIC will not so much as review a transfer request until a non-refundable deposit of $200 USD has been paid. If the transfer is later approved, the deposit is applied toward the total transfer fee, so the money is committed early rather than lost.

There is no formal pre-approval process of the kind that ARIN offers. You will, however, need to justify your need for IPv4 address space within the region, and LACNIC then evaluates whether the requested block size matches the requirements that you have demonstrated. We have prepared a great many of these justifications over the years. It is one of the places where a broker really earns its keep.

Timeline: 2-4 weeks, occasionally more. The evaluation is a thorough one, and we have never found a way of rushing it.

03 · Finding the right block

This is the part where a broker comes in. We connect you with qualified sellers who hold LACNIC-registered IPv4 blocks, and every block that we present to you has already been through Tixx by Prefixx, which is our quality control process for ownership, reputation and transfer eligibility. A block that does not pass the process is simply not offered.

Before proceeding, make sure that you have the following:

• Your LACNIC member ID
• Proof of the $200 non-refundable deposit payment
• An executed purchase and/or transfer agreement
• Access to an authorized representative of your organization

Timeline: 1-4 weeks. Clear buying criteria speed the sourcing up considerably, which is exactly why we sit down and define them together with you at the start.

04 · The LACNIC IPv4 transfer

Once the terms have been agreed and the funds are safely in escrow, the formal transfer process begins. The transfer fees that LACNIC charges depend on the size of the block:

• Blocks smaller than /19: $1,000 USD transfer fee
• Blocks /19 and larger: $1,500 USD transfer fee
• And as mentioned above, a $200 USD non-refundable deposit is required before LACNIC will review the transfer request at all

This stage generally runs longer than an equivalent ARIN or RIPE transfer would, and there is no way around that. LACNIC reviews both sides of the deal, verifies that the transaction is legitimate, and confirms that the regional policies have been complied with. Both the buyer and the seller are expected to cooperate with that review for as long as it lasts.

Once the transfer has been approved and processed, the block is registered to you. That registration is what triggers the release of the escrowed funds to the seller, and with that the transaction is concluded. The whole chain of events, from signed agreement to released funds, is supervised by our team.

Timeline: 4-8 weeks. The additional review steps are simply part of doing business in this region, and we plan for them accordingly.
